How we build a Decentralized Data Management System to achieve 100% Regulatory Compliance with U.S Customs and Border Protection
Developed a reliable, compliant, and efficient system for reporting passenger and crew movements, ensuring 100% compliance with U.S. Customs and Border Protection (CBP) requirements.
Challenge
The client faced challenges in reporting passenger and crew movements across multiple systems, leading to compliance risks and operational inefficiencies, including:
- Data Latency & Compliance Delays: Centralized shore-side systems slowed down reporting and hindered real-time compliance.
- Operational Inefficiency: Overwhelmed shore-side facilities struggled to handle all fleet data, leading to inaccuracies.
- Security Risks: Centralized management created risks of data breaches and loss of sensitive information during transmission.
- Scalability Issues: Centralized approach caused bottlenecks, limiting the ability to adapt to regulatory changes.
Solution
Our team designed and implemented a reliable, compliant, and automated decentralized data management solution for CBP reporting, with the following components:
Decentralized Architecture
Passenger and crew movement data was processed at the ship level, enabling on-ship aggregation, validation, and secure transmission directly to CBP.
Clear Data Protocols & Integration Pipelines
Established standardized, automated pipelines from ship-side systems (reservation, passenger/host, crew management systems) to shore-side integration platforms, ensuring secure and accurate XML message exchange with CBP.
Centralized Shore-Side Data Warehouse (Snowflake)
Built a shore-side repository to consolidate validated ship-side data for monitoring, audit, and backup purposes.
Reference Architecture
Result
- Improved data accuracy with near real-time reporting of reservations, boarding details, and crew information.
- Reduced manual effort by automating reporting and eliminating dependency on shore-side staff.
- Delivered robust monitoring to track ship systems, server health, and message delivery with automated alerts.
- Maintained a complete history of messages and logs to support audits and compliance checks.
